Fiscal rule. The current-budget fiscal mandate concerns the forecast balance in its target year. A year-to-date forecast gap is not a verdict on whether the rule is met.
Reporting periods. Headline income and spending cover the whole UK public sector. The monthly breakdown covers central government. Service spending is annual; the OBR figure is a full-year forecast.
Published estimates. Monthly ONS figures use accruals accounting and can be revised. Same-period comparisons account for seasonal tax receipts. Borrowing includes net investment.
